We are seeking an experienced Scrum Master / Project Manager to lead complex IT projects in a structured, security-conscious environment. The role combines Agile delivery with traditional project management practices and requires a professional who can operate effectively under strict compliance and security requirements.

Key Responsibilities:

• Manage the full project lifecycle – scope, time, budget, quality, and deliverables.

• Facilitate all Scrum ceremonies (Daily, Planning, Review, Retrospective) and coach teams in self-organization.

• Perform dual role of Scrum Master + Project Manager, balancing Agile delivery with traditional project constraints.

• Identify, track, monitor, and communicate project-related issues, scope changes, variances, and contingencies.

• Liaise with governance bodies, stakeholders, managers, and end-users; lead status meetings and presentations.

• Plan and control delivery; assign tasks, authorize work packages, balance priorities and workload.

• Manage risks, perform cost-benefit analyses, and estimate effort/time based on team performance.

• Produce project management artefacts (plans, logs, schedules, reports) and PM2 documentation.

• Collect and interpret software metrics; track Velocity, Burn-down/up charts, CFD, and burn-rates.

• Manage resource allocation, capacity planning, time sheets, and sprint/project progress.

• Assure and control quality of project deliverables.

• Promote reuse of patterns, tools, and components across the service landscape.

Mandatory Requirements:

• English language at C1 level (CEFR).

• Bachelor’s in Computer Science or a related field.

• Minimum 3–5 years of hands-on experience as a Scrum Master in software development teams.

• Direct participation in at least 4 projects concluded with successful implementation across the full lifecycle in the role of Project Manager, preferably with PM2 documentation.

• Experience in writing project initiation requests, business cases, plans, concept documents, and risk management.

• Proven track record of facilitating all Scrum ceremonies and coaching teams in self-organization.

• Experience with Agile teamwork frameworks and PM2.

• Expertise in managing complex, business-led IT projects.

• Practical knowledge of Agile metrics (Velocity, Burn-down/up, CFD) to drive continuous improvement.

• Strong experience in dual roles (Scrum Master + Project Manager), balancing Agile delivery with traditional constraints (scope, timeline, quality).

• Certification in project management discipline (PM2, PRINCE, PMI).

• Active Agile certification (e.g., PSM I/PSM II, CSM, AgilePM) or proven practical knowledge.

• Ability to work unassisted and guide junior staff.

• Excellent communication skills – able to communicate with developers and stakeholders on technical matters, give presentations, chair workshops, and write specifications and concept documents.

Advantageous:

• Level 7 degree (Master’s) in Computer Science, IT, Telecommunication Engineering, or Business Administration.

• Familiarity with ITIL processes (change, release, service management).

• Knowledge of software quality standards and quality assurance in IT projects.

• Understanding of Open Source technologies and OS architectures.

• Practical experience with microservices-based projects, C#/.NET (API), Angular, Azure Pipelines (CI/CD), Git branching strategies (GitFlow, Trunk-Based Development), containers (Docker & RHOS orchestration).

• Experience in security-sensitive environments.

• Advanced practical knowledge of Azure DevOps (Azure Boards, workflows, sprints, custom work items, queries).
